Social Security: Legal Changes as of July 1, 2019

Operational Data Maintenance:
A new data record version will be released on July 1, 2019, with a transition period from July 1, 2019, to September 30, 2019. During this period, reporting can still be done using the old version. The operational data of all employers are stored in the establishment file used by all social security institutions of the Federal Employment Agency (BA).

What is reported:

• Company name or address
• Contact person or communication data of the contact person

The new data record version will only be delivered through a service pack (SP). If you plan to make such changes between October 1, 2019, and December 31, 2019, the corresponding service pack must be installed.

 

DEÜV (Data Exchange and Data Transfer Procedure for Social Security):
As part of the expansion of the earnings threshold range (Gleitzone), a new data record version (05) will be delivered for DEÜV. This version will be installable via a note (SAP Note 2772739 is currently still in progress by SAP).

The earnings threshold range will be expanded to €1,300.00 as of July 1, 2019 (see SAP Note 2755536).

Here’s what you need to do:

1. Identify which employees are affected.
2. Starting from July 1, 2019, set the social security attribute 30 in infotype 0013 (Social Insurance).
3. If necessary, remove social security attribute 02 in these cases.

 

A1-Procedure:

• The employee’s birth name becomes optional, but the birth country becomes mandatory.
• The field “SV-Beiträge” (social security contributions) is renamed to “Geltung” (validity).

 

BV Contribution Collection:

• The new data record version 04 will be delivered and activated as of July 1, 2019.
• It should be noted that records created before July 1, 2019, must still be sent before this date.
